What scale do the 2D blocks of appliances come in as?

The 2d CAD drawings of the Bosch HEI8054U are delivered with odd scaling. If I pull a dimension of the stove in the downloaded drawing, it says 3.150. The unit is 30" wide. Similarly the height dimensions as 3.76 but the unit is 36" tall. Shouldn't a dwg be correctly sized?
