I'm not sure what you mean by hurricane safe homes but I can assure you that there are lots of building codes in hurricane zones that builders must adhere to. Although, many buildings fall through the cracks, especially in a place like Miami, where I grew up. The vernacular for buildings in this region are concrete foundations, with concrete exterior walls and a clay tiled roof. The roof is tied to the structure with a hurricane strap which is meant to keep the roof from pulling away from the structure. In a hurricane, the action that causes the most damage is wind. It breaks windows and if it can get under the skin of the building it can reek havoc. Wooden structures have a difficult in this type of environment unless they are constructed well and with this in mind. This is what happened to a newly built community in West Miami during Hurricane Andrew. That being said, I would love to see your design.
